Canada vows to protect Santa Claus from Russian troops in the Arctic
Canada has vowed to defend the North Pole and Santa Claus, insisting the mythical figure is a citizen, after Russia ordered its military to step up its Arctic presence.
Paul Calandra, parliamentary secretary to the prime minister, cited Canada's claim of the North Pole to bash an opposition party in Parliament.
"We are defending the north further by making a claim on the North Pole," he said.

Video-Auftritt im EU-Parlament: Snowden darf nun doch reden
Europas Christdemokraten wollten verhindern, dass Edward Snowden Fragen von EU-Parlamentariern beantworten darf. Nun gaben sie ihren Widerstand auf - der Whistleblower kann jedoch frühestens im Januar per Videozuschaltung auftreten.
Der geplante Video-Auftritt von NSA-Whistleblower Edward Snowden vor dem Europaparlament kann nun doch stattfinden. Darauf einigten sich die Fraktionsspitzen in einer Sitzung am Donnerstag. Wie SPIEGEL ONLINE berichtete, hatten Abgeordnete der Europäischen Volkspartei (EVP) den Auftritt zuvor zu verhindern versucht.

Uruguay marijuana decision 'breaks internationally endorsed treaty'
Uruguay's decision to legalise marijuana is in violation of an international convention on drug control, a Vienna-based body set up to monitor government compliance with such treaties has said.
Uruguay became the first country to legalise the growing, sale and smoking of marijuana on Tuesday, in a pioneering experiment that will be closely watched by other nations debating drug liberalisation.

Uruguay legalises production and sale of cannabis
The world's most far-reaching cannabis law has been passed by the Uruguayan parliament, opening the way for the state to regulate the production, distribution, sale and consumption of the planet's favourite illegal drug.
The law, effective from next year, will: allow registered users to buy up to 40g of marijuana a month from a chemist's; registered growers to keep up to six plants; and cannabis clubs to have up to 45 members and cultivate as many as 99 plants.

NSA uses Google cookies to pinpoint targets for hacking
The National Security Agency is secretly piggybacking on the tools that enable Internet advertisers to track consumers, using "cookies" and location data to pinpoint targets for government hacking and to bolster surveillance.
The agency's internal presentation slides, provided by former NSA contractor Edward Snowden, show that when companies follow consumers on the Internet to better serve them advertising, the technique opens the door for similar tracking by the government. The slides also suggest that the agency is using these tracking techniques to help identify targets for offensive hacking operations.
