Mehr Hilfe für gesellschaftliche Randgruppen fordert der Drogen-Überwachungsrat der Vereinten Nationen (ICNB). Soziale Probleme wie Arbeitslosigkeit und wirtschaftlicher Wandel seien sowohl in Industrienationen als auch in Entwicklungs- und Schwellenländern eine entscheidende Ursache für grassierenden Drogenhandel, warnt der INCB in seinem am Dienstag vorgestellten Jahresbericht 2011.

Mexican drug war 'not a failure'
U.S. Secretary of Homeland Security Janet Napolitano said Monday that the war on drugs in Mexico "is not a failure."
At a press conference in Mexico City after meeting Mexican Interior Minister Alejandro Poire, Napolitano called the drug policies of both Mexico and the United States "a continuing effort to keep our peoples from becoming addicted to dangerous drugs."
Napolitano also said that among the things discussed at the meeting with Poire was how to have a more regional approach to a number of security issues threatening the United States, Mexico and Central America.

Big Sis Can’t Quit the Drug War
Three years ago, Secretary of State Hillary Rodham Clinton announced that the war on drugs “had not worked” — and admitted that the American appetite for narcotics “fuels the drug trade.” But now Homeland Security Secretary Janet Napolitano would like to take that all back. It’s full steam ahead for the drug war.
“‘Is the drug war a failure and are we going to change our strategy?’ I would not agree with the premise that the drug war is a failure,” Napolitano said Monday after a meeting with Alejandro Poire, Mexico’s interior minister and top drug warrior. “I would say however that it is a continuing effort, to keep our peoples from becoming addicted to dangerous drugs,” she added.

RSA: Chaos In the Security World, And the Situation Is Perfect
Right on queue this week, the anarchic hacking collective Anonymous stepped up and grabbed the story line away from the lions of the IT security industry.
With the Conference set to begin, the whistle blowing site Wikileaks released the first of some five million e-mail messages stolen from the security intelligence firm Stratfor. Ever sensitive to the fickle attention of the media, Anonymous inserted itself into the story, claiming responsibility for leaking the data and pointing a finger of blame at Stratfor and its media, private and public sector customers, which Anonymous accuses of spying and other dark offenses.
Coming just a year after a similar hack at HBGary Federal, the leak of the Stratfor e-mails was an unwelcome reminder for the folks here at RSA that, despite some high profile arrests, little real progress has been made in fighting back against Anonymous and other hacktivists groups, or stemming their activities.

Judge Dismisses Organic Farmers' Case Against Monsanto
A New York federal court today dismissed a lawsuit against agribusiness giant Monsanto brought by thousands of certified organic farmers. The farmers hoped the suit would protect them against infringing on the company's crop patents in the future.
The Organic Seed Growers and Trade Association and several other growers and organizations do not use Monsanto seeds. But they were betting that the judge would agree that Monsanto should not be allowed to sue them if pollen from the company's patented crops happened to drift into their fields.
Instead, the judge found that plaintiffs' allegations were "unsubstantiated ... given that not one single plaintiff claims to have been so threatened." The ruling also found that the plaintiffs had "overstate[d] the magnitude of [Monsanto's] patent enforcement." Monsanto brings an average of 13 patent-enforcement lawsuits per year, which, the judge said, "is hardly significant when compared to the number of farms in the United States, approximately two million."

EU-Parlament erhält 2,4 Millionen Unterschriften gegen ACTA
Mehr als 2,4 Millionen Menschen haben eine Petition gegen das Anti-Piraterieabkommen ACTA unterschrieben, die am 28. Februar im EU-Parlament eingereicht wird. Die Unterstützer der Petition fürchten, ACTA könnte die Meinungsfreiheit im Internet beschneiden. Der Petitionsausschuss kann nun entweder einen Bericht zur Abstimmung in der Plenartagung des EU-Parlaments vorbereiten oder die EU-Kommission auffordern, auf die Einwände der Bürger einzugehen.
In einem knappen Monat sammelte die US-amerikanische Internet-Plattform Avaaz mehr als 2,4 Millionen Online-Unterschriften gegen das Anti-Piraterieabkommen ACTA. Am Dienstag (28.02.2012, 12:30 Uhr) werden die Unterschriften dem Petitionsausschuss des EU-Parlaments überreicht.

Martin Scorsese’s Film School: The 85 Films You Need To See To Know Anything About Film
Interviewing Martin Scorsese is like taking a master class in film. Fast Company’s four-hour interview with the director for the December-January cover story was ostensibly about his career, and how he had been able to stay so creative through years of battling studios. But the Hugo director punctuated everything he said with references to movies: 85 of them, in fact, all listed below.
Some of the movies he discussed (note: the descriptions for these are below in quotes, denoting his own words). Others he just mentioned (noted below with short plot descriptions and no quotes.) But the cumulative total reflects a life lived entirely within the confines of movie making, from his days as a young asthmatic child watching a tiny screen in Queens, New York to today, when Scorsese is as productive as he’s ever been in his career--and more revered than ever by the industry that once regarded him as a troublesome outsider. Hugo leads the Academy Award nominations with 11 nods, including Best Picture and Best Director. Several Oscar pundits believe he’ll nab his second Directing win. If so, he owes a lot to movies like the ones below.
