Japanese nuke utility apologizes again and again - Utility behind Japan's worst ever nuclear crisis gets it wrong -- again and again
The utility behind Japan's biggest nuclear plant disaster can't seem to get much right.
The obviously harried officials from Tokyo Electric Power Co. have repeatedly announced botched radiation readings, corrected themselves over and over and indulged in seemingly endless rounds of apologies.
Every few days, Japan's nuclear safety industry scolds them to "to take steps to prevent a recurrence of similar mistakes."

Radiation hampers cooling efforts
The effort to cool reactors at the damaged nuclear power plant in Fukushima, northern Japan, is facing the risk of leaking highly radioactive substances.
The plant's operator, Tokyo Electric Power Company, raised water pumping power on Sunday to cool the No. 2 reactor in a stable manner. On Monday, the company cut back on the amount of injected water.

French warplanes struck a command centre near Tripoli
17.11 French warplanes struck a command centre near Tripoli on Sunday night belonging to troops loyal to Gaddafi, a French armed forces spokesman said on Monday. Spokesman Thierry Burkhard said:
(There were) strikes on a command centre 10 kM (six miles) south of the Tripoli suburbs on the night of the 27th and 28th.

Tiny Qatar flexes muscles in no-fly Libya campaign
In Libya's skies, Qatar is punching above its weight.
From an air base in Crete, the tiny Persian Gulf nation has started its biggest, farthest combat deployment — including a third of its fighter-jet fleet — and given the first Arab face to the Western-led coalition hoping to protect Libyan civilians from Moammar Gadhafi's firepower.
For the oil- and gas-rich country that brought the world Al-Jazeera TV and recently won the right to host the 2022 World Cup, the effort marks Qatar's latest push onto the world stage.

The Secretary General of the GCC confirmed that Qatar's recognition of the transitional council as the only legitimate representative of the Libyan people comes in line with the decisions of the GCC with Qatar's stance supporting the choices of the Libyan people and their protection from the continuous brutality of the regime ... The Libyan system has lost its legitimacy.

Operation Odyssey Dawn explained (Day 9)
Quoting Libya’s Jana national news agency RIA Novosti reported that the coalition planes “had eliminated almost all the tanks of Gaddafi’s forces in Ajdabiya, leaving them no chance for defense” on Mar. 26, Day 8 of Odyssey Dawn. For sure, the allied planes are giving the rebels the support they need to push westward towards Tripoli. With most of the Gaddafi’s forces hit by allied strikes, the rebels retook both Ajdabiya, a strategic oil town located about 60 miles to the south of the revolutionaries main stronghold of Benghazi, and Ras Lanuf oil complex. A rebel representative affirmed today that anti-governative plan to start exporting oil from various fields in the territory under their control in less than a week, and that they have already signed a contract with a Qatari oil company that agreed to export and market the oil (100.000 to 130.000 barrels up to 300.000 barrels a day in the future) for them. At least, Odyssey Dawn unlocked the Libyan oil export.

Europas Dilemma mit Nordafrika
Jahrelang hat Europa mit Nordafrika und dem Nahen Osten ungestört gute Geschäfte gemacht. Das Thema Demokratie war nebensächlich, Hauptsache, die Region war stabil. Doch nun, nachdem es unter autoritären Regimen zwischen Marokko und dem Jemen gärt oder diese schon fielen, ist plötzlich alles anders - und Europa steckt in einem selbst verschuldeten strategischen Dilemma.
Wohin sich einzelne Länder im Nahen Osten und Nordafrika (MENA-Raum) mittelfristig entwickeln, weiß kaum jemand. Mit wem man in Zukunft Geschäfte machen wird, auch nicht. Die Region wird damit zum „Testfall“, der Thema eines Symposions am Freitag in Wien war.
Das „alte Credo“, gemäß dem Stabilität vor Menschenrechten komme und es reiche, „einen stabilen Despoten zu haben“, funktioniere nicht mehr, sagte Finanzstaatssekretär Andreas Schieder (SPÖ) bei der Eröffnung der Veranstaltung in der Oesterreichischen Nationalbank (OeNB). Europa müsse künftig nicht nur „bei der Auswahl seiner Freunde sorgfältiger sein“.

Libyen: Die deutsche Haltung ist schlichtweg würdelos
Der Kurs wirkt konfus: Die Libyen-Politik der Regierung Merkel sorgt auch unter ehemaligen Generälen der Bundeswehr für Kopfschütteln. Ex-Heeresinspekteur Willmann zeigt sich im Interview regelrecht "entsetzt". Westerwelles Außenpolitik sei insgesamt widersprüchlich.
SPIEGEL ONLINE: Herr Willmann, in Deutschland wird die Entscheidung, sich im Uno-Sicherheitsrat bei der Abstimmung über eine Flugverbotszone zu enthalten, heftig debattiert. Der frühere Generalinspekteur der Bundeswehr, Klaus Naumann, hat erklärt, er schäme sich für sein Land. Wie sehen Sie als ehemaliger Heeresinspekteur den Kurs der Bundesregierung?
Helmut Willmann: Ich bin über die Haltung entsetzt und finde sie schlichtweg würdelos. Denn es geht doch darum, elementare Verstöße eines Diktators gegen sein Volk zu verhindern - und zwar vor der Haustür Europas.

In der "Welt" dankt Rafik Schami dem Westen (außer Deutschland) für das Libyen-Engagement, und der Japanologe Reinhard Zöllner ist fassungslos über die deutsche Reaktion auf die japanische Katastrophe. Im "Tagesspiegel" wendet sich Gerhard Schulze gegen Ulrich Becks Begriff der "Risikogesellschaft".
