Diplomats discussing "range of options" beyond no-fly zone

As Libyan government forces barreled down on rebels, the United Nations Security Council was unable to agree Wednesday on a resolution to protect civilians with a no-fly zone or possibly other measures including air strikes.

A Security Council diplomat told CNN that such strikes are among a "range of options" being discussed as diplomats focused on what should be in a resolution.

Seven hours of negotiations at the U.N. failed to result in unity on a draft resolution despite the impassioned appeals of Libyans fighting the military might of the Gadhafi regime.
