Deputy Secretary of Defense
The Deputy Secretary of Defense issued a determination dated 5 December 2003 for 26 contracts to be awarded by the Department of Defense on behalf of the Coalition Provisional Authority for the purpose of Iraq relief and reconstruction. The determination requires firms to be from the United States, Iraq, Coalition partners and force contributing nations to be eligible to compete for the prime contracts.

What Iraq looks like on TV, and what Iraq is like for the 130,000 troops living here, sometimes feels like two different realities.
That's especially true for the Army's Civil Affairs soldiers, reservists who often serve as civil engineers in their "real life" jobs, and who are here working in Iraq's schools, hospitals and factories. There are thousands of Civil Affairs soldiers in Iraq, and their daily missions take them into all regions of the country, from the water plants in Basra to the south, to canning factories up north in Irbil.

‘Mother of all bombs’ tested in Florida
The mushroom cloud from a GBU-43/B, also known as the Massive Ordnance Air Blast (MOAB), can be seen rising in this Air Force video still image after it was launched successfully from a MC-130E Combat Talon I aircraft on Friday. The 21,700-pound bomb was dropped from 20,000 feet to reach its target on one of Eglin's test ranges. Upon detonation, it created a plume over the Florida Panhandle that rose more than 10,000 feet and could be seen from 40 miles away.
