Yemen's army will not hesitate to act against any risks to the country's constitution, the National Defence Council, comprised of the military command and president Ali Abdullah Saleh, says. The statement says:

The armed forces will not hesitate in carrying out their duties ... and standing in the face of any coup plans against constitutional legitimacy.

Saleh headed the meeting of the National Defence Council.

FRENCH FIGHTER PLANES, HUMAN SHIELDS IN MISURATA


French air operations resumed this morning in Libya, reports the French Defence Ministry. French planes did not fly over Libya during the night but took off again early this morning, noted French Defence Ministry spokesman Thierry Burkhard. Their mission is to enforce the no-fly zone imposed on Libya. The planes, which leave from bases on French territory, noted the French Defence Ministry, have an approximately three-hour flight to arrive at the area of operations.

A French government spokesman said that he did not have any information on civilian casualties in the attacks on Libya.

US stresses limits to military role in Libya


U.S. Defense Secretary Robert Gates said on Sunday Libyans themselves would decide the future of their country and stressed the limits of U.S. military involvement there, despite a heavy American-led assault on Muammar Gaddafi's forces.

Gates, speaking as he flew to Russia, said the U.S. will not have a "preeminent role" in the coalition that will maintain a no-fly zone over Libya, and expected to turn over "primary responsibility" for the mission to others within days.

NATO confirms interest in Finnish view on Libya operation


NATO has confirmed to Helsingin Sanomat that it is interested in the possibilities of Partnership for Peace countries like Finland to take part in the alliance’s actions in Libya in enforcing the arms export ban and the no-fly zone imposed on the country. Earlier on Monday Minister for Foreign Affairs Alexander Stubb (Nat. Coalition Party) said that Finland had not yet received any requests for such participation. On Monday, Stubb is in Brussels, attending a meeting of European Union foreign ministers.

‘Nato must take over Odyssey Dawn’


Nato should take over the command of the military operation against Libya that has so far been carried out by France, Britain and the United States, Italian Foreign Minister Franco Frattini said on Monday.

Operation Odyssey Dawn was launched on Saturday to enforce a United Nations Security Council resolution imposing a no-fly zone over Libya, as a way to stop Muammar Gaddafi's forces from bombing civilians.

Split leaves NATO on sidelines of Libya strikes - But Germany and Turkey have also displayed reluctance about a NATO role.


A European diplomat said: "We don't know who's doing what with separate commands."

France, whose fighter jets launched the first salvos in the campaign against Kadhafi on Saturday, has resisted handing the baton to NATO, fearing a backlash from the Arab world if the alliance intervenes.

"France are the only ones opposed to a unified command under NATO. It is completely isolated," the diplomat said.

But Germany and Turkey have also displayed reluctance about a NATO role.

A day after the Arab League questioned Western strikes despite having given its support for a no-fly zone, German Foreign Minister Guido Westerwelle said Berlin was comforted by its decision to stay out of the conflict.

Libya Releases 4 Times Journalists


The Libyan government released four detained New York Times journalists Monday, six days after they were captured while covering the conflict between government and rebel forces in the eastern city of Ajdabiya. They were released into the custody of Turkish diplomats.
