International arrest warrant for Gaddafi
MARK COLVIN: The UN vote comes on top of recently issued international warrants for the arrest of Colonel Gaddafi and his family.
Tim McCormack is an adviser to the prosecutor at the International Criminal Court in The Hague. I asked him what the warrants meant.
TIM MCCORMACK: It means that the prosecutor of the International Criminal Court has the authority to investigate alleged crimes occurring in Libya that come within the subject matter jurisdiction of the Court without Libya having consented as a state party to the Statute of the Court.
MARK COLVIN: So in practice what does that mean?
TIM MCCORMACK: Means that he can lay charges against any person in Libya from Muammar Gaddafi down through his senior political and military elite and ask the pre-trial chamber for approval to issue arrest warrants which would go out internationally for the arrest of any of those named individuals.

RAF set to fly into action in move to halt Gaddafi
LIBYAN leader Colonel Muammar al-Gaddafi could face military action "within hours" after the UN Security Council last night voted to appove a no-fly zone and "all necessary measures" to protect civilians from his regime's forces. The RAF will be in the forefront of air strikes and among the first planes which could be used are Tornado GR4s from Lossiemouth.

Japan: Hopes fade for finding more survivors
As officials desperately tried to prevent disaster at a damaged nuclear facility, hopes faded for finding survivors amid the rubble as snow and cold blanketed the areas most affected by the earthquake and tsunami in northeast Japan. Residents were allowed back into damaged areas for the first time since the disaster to inspect what might be left of their homes. And flights out of Japan were full as foreign nationals and others left the country. The Big Picture - Japan: Continuing crisis
As if conditions for survivors and emergency workers weren't bad enough after the massive earthquake and tsunami, snow fell today in chilly Northern Japan. The dire situation prompted the first-ever televised address to the nation from Emperor Akihito, who made no such speech even after the Kobe earthquake in 1995. As aid and personnel poured into Japan, the nuclear crisis prompted neighboring countries to step up inspections of Japanese foods, and prompted governments worldwide to study their own nuclear energy policies. Military strikes on Libya within hours: France
Military action against Libya will come within "hours" and France will participate in the strikes, government spokesman Francois Baroin said this morning.
The strikes will come "rapidly... within a few hours," he told RTL radio after the UN Security Council last night cleared the way for air strikes by approving "all necessary measures" to impose a no-fly zone on Libya.
