FBI 2008 Budget
For fiscal year (FY) 2008, the Administration requests a total of $6,431,302,000 in direct budget authority for the Federal Bureau of Investigation (FBI). Of this amount, $6,349,950,000 is for the FBI’s Salaries and Expenses (S&E) appropriation and $81,352,000 is for its Construction appropriation. The FBI request includes 29,373 total positions, including 11,868 agents, 2,303 intelligence analysts (IAs), and 15,202 support positions; and 28,704 FTEs. All positions and FTEs are requested for the S&E appropriation. The total request includes $313,843,000 and 714 positions (231 agents, 121 IAs, and 362 support positions) in program changes. All program changes requested are for the S&E appropriation.

Nuclear explosion in Krkonoše
Those who watched a Czech public TV channel in the morning could have seen the nuclear explosion in the Krkonoše Mountains during a program that normally shows weather at different places.
Who was behind it? No, it wasn't Putin. It was an artistic group called Ztohoven which means "away out of it" but it also sounds identical to the phrase "one hundred excrements". Most likely, Roman Týc was the main spiritual father. This time, they hacked a web camera. But they have already produced several practical jokes of this kind in the past, usually featuring a question mark that complains about the ability of media and commercials to manipulate people.

Zuseher glauben an echten Atomangriff
Für Aufregung und Verwirrung hat am Sonntag in Tschechien eine Atomexplosion im Fernsehen gesorgt. Während der Sender mit Anrufen förmlich bombardiert wurde, stellte sich Sonntagmittag heraus, dass es sich um den Hack einer Künstlergruppe handelte. Die Gruppe Initiative Ztohoven hatte sich in das Programm gehackt und eine simulierte Atomexplosion eingespeist. Der Gruppe soll auch Roman Tyc angehören. Er hatte erst kürzlich mit einer Aktion von pinkelnden und schlafenden Ampelmännchen im Straßenverkehr für Aufregung und Staus gesorgt.

Michael Moore's new documentary 'Sicko' has been pirated and is now widely available for download on peer-to-peer content sites...
Last week, the Oscar winning director announced that he'd decided to stash a copy of "Sicko" in Canada, in case the federal government decided to impound it over an apparently unauthorized trip to Cuba made during its filming. As it turns out, the hard part won't be getting the film released, but getting audiences to pay to see it now that it's available for free..

IN 1999, Washington launched "Plan Colombia," with the promise that the anti-drug program would halve Colombian cocaine production.
The law of unintended consequences rules in this drug war. Plan Colombia has not delivered.
U.S. crop dusters have sprayed an area the size of Delaware and Rhode Island. U.S. taxpayers have forked over some $4.7 billion. Yet cocaine is abundant and cheap on the streets of America. As Ken Dermota wrote in the July/August issue of the Atlantic, the price of a gram of cocaine in Los Angeles fell from $50 to $100 per gram in 1999 to $30-$50 in 2005. Prices are down in New York, Seattle and Atlanta. White House Drug Czar John Walters recently admitted that street cocaine prices fell by 11 percent from February 2005 to October 2006.

5 Year Old Hands Out Heroin In Day Care
Earlier this week, a YWCA Daycare Center on Grant Street in Buffalo was closed because six children at a local daycare center were given heroin by another student who thought it was candy.
Early Tuesday morning, teachers learned that a youngster brought small packets to school which he passed out to classmates telling them it was candy.
Teachers quickly learned the child was actually doling out heroin and called police immediately. Six children, from two to five years old, were taken to Women and Children's Hospital for evaluation.

Pacific island in spin over planned pro-marijuana conference
SAIPAN, Northern Mariana Islands (AFP) - A proposed pro-marijuana conference to be held in the US-administered Northern Mariana Islands has led to a bizarre row among local legislators.
Opponents of the conference of Californian-based activists advocating that marijuana should be legalised have suggested the territory should be renamed the Northern Marijuana Islands.
But the cash-strapped government says the conference would be a boon for the sagging tourism industry.
"We welcome anybody who wants to hold a conference here, whether it be to discuss marijuana or not," government spokesman Charles Reyes said Thursday.

Drug War Gets Dirtier as What You Flush Becomes Evidence
Think twice before you flush the toilet. You might be sending evidence straight to the authorities — at least if you're getting high in Italy or Switzerland. Scientists there recently did a study in which they tracked narcotic use through municipal sewage systems. Twice a day, at weekly intervals, wastewater was spirited out of treatment plants in Milan and Lugano, dried with a blast of nitrogen, then injected into a mass spectrometer to detect illicit substances.
